"Ein" Network for Election Monitoringand Democracy is a network of non-governmental organizations, and it is a non-profit organization licensed according to the Iraqi law. concerned with democracy, human rights and sustainable development. It was established in Iraq in 2004. EIN network has monitored all the electoral processes in Iraq from 2005 until now. Many of its members also participated in international monitoring of the elections of severalcountries. Many international organizations also participated in EIN projects, such asUN, EU, NED,DEFD and NDI. EIN network is a founding member of the “Arab Network for Democratic Elections” which is headquartered in Beirut.


EIN Vision: 

A democratic, pluralistic Iraqi society in which rights and freedoms are respected, and authorities gain their legitimacy from free and fair elections in accordance with international, constitutional and legal standards. Civil society organizations will have a fundamental role in the development of society, continuous international cooperation and exchange of experiences in the field of democratic elections.


EIN Objectives:

2.Consolidating the principles of human rights and democracy, and the mechanisms for practicing these principles.

3.Striving to develop various segments of society and vital sectors within.

4.Working to achieve sustainable development goals through peaceful and democratic means.


"Ein" network works to contribute to democratic transformations in Iraq and the world through awareness, monitoring, and advocacy in the following areas:

1.Contributing to monitoring the elections in all their stages and details by forming monitoring teams and issuing reports and statements.

2.Organizing activities, seminars, workshops, and other means that would raise voter awareness and encourage them to practice the electoral process.

3.Holding legal awareness workshops, media campaigns, and distributing guidance publications.

4.Establishing advocacy, mobilization and advocating campaigns for democracy and human rights issues.

5.Investing in relationships with decision-makers. and with local, foreign and international organizations to achieve the network’s goals.

6.Advocacy towards the adoption of the legislation guaranteeing the integrity of democratic practice and human rights and their proper implementation.

7.Raising awareness and education about the importance of respecting human rights through various activities, conferences, seminars, workshops and other means that would improve the culture of Iraqi citizens, agencies and institutions.

Global participation and expertise:

“EIN” network participated in monitoring a group of elections at the international level. It monitored the British, Indonesian, Ukrainian, Yemeni, Bahraini, Lebanese, Tunisian, Kuwaiti, Sudanese and Pakistani elections, as well as the elections in the Hashemite Kingdom of Jordan. EIN network cadres also trained a group of observers in Neighboring countries, including Jordan, Morocco, Mauritania and Egypt.

The network also participated in international training, as the National Democratic Institute sent an Iraqi delegation consisting of 9 members from the “EIN” network to attend intensive training at the hands of specialists who 



came from (the United States, Ukraine, Canada, Britain, as well as training experience in Indonesia). Meetings were held with the Supreme Elections Commission, the Complaints Committee responsible for accepting appeal complaints, and many local organizations concerned with monitoring elections and participating periodically and annually in global forums for monitoring networks.
