Representatives of the Shams, Tammuz, and EIN election monitoring networks held a coordination meeting with Mr. Amanj Aziz, Director of the Independent High Electoral Commission (IHEC) office in Sulaymaniyah, to discuss mechanisms for enhancing joint cooperation in preparation for the upcoming phase of the electoral process.


The meeting took place as part of the preparations for the activities of the “Democracy and Transparency: Empowering Civic Engagement and Media Freedom” project. Both sides discussed key objectives and upcoming stages, as well as ways to support community participation and promote transparency.


The networks presented an overview of their roles and areas of operation within Sulaymaniyah Governorate and expressed their readiness to carry out field visits as part of the voter registration campaign. Mr. Amanj welcomed this initiative, noting that such visits could proceed upon the submission of an official letter from the relevant authority.


The meeting also addressed the issue of visiting correctional facilities. Mr. Amanj explained that no such visits had been conducted, as individuals sentenced to more than five years are not eligible to vote under Iraqi law.


Regarding the biometric fingerprint readers, Mr. Amanj noted that the devices had been updated and that citizens who experienced issues in previous elections had been re-contacted. In cases where problems persist, the alternative biometric method—facial imaging—will be used.


At the conclusion of the meeting, both parties agreed to hold a broader follow-up meeting before May 22 to ensure continued coordination and full preparedness for a successful electoral process.
